Summary of Position
The Lead Payroll Administrator reports directly to the Director - Controller. The Lead Payroll Administrator supervises the payroll processing operations to ensure the accuracy of wage, and voluntary and involuntary wage withholdings. They have extensive knowledge of the fundamentals of payroll processes and ensure payroll is processed on time and in compliance with State and Federal regulations. The Lead Payroll Administrator works collaboratively with the Human Resource department and supports the departmental goals that benefit the employee life cycle.

The Lead Payroll Administrator is expected to:

Supervise the payroll department’s functions, and processes, and maintain, and review payroll processing using ADP to ensure accuracy of all payroll transactions.

Serve as back up for the compensation specialist for employees and commission payroll processes.

Assist in the bi-weekly processing of home office payroll

Oversee the submission of funding files for 401k, qualified and non-qualified contributions, Health Savings and Flexible spending accounts, and student debt program.

Maintain the administration of benefits by reviewing monthly enrollments, changes, and terminations, and provide guidance on employee inquiries.

Serve as the primary point of contact for all incoming levies and wage garnishments, ensuring timely and accurate processing

Assist with the annual open enrollment process by scheduling outside vendors and facilitating educational seminars.

Manage the pension administration process by submitting calculation requests, maintain active, term vested, and retiree files, process death benefits, and serve as first point of contact for all pension related inquires.

Comply with federal, state, and local legal requirements by studying existing and new legislation; enforcing adherence to requirements; advising management on needed actions.

Maintain employee confidence and protect payroll operations by keeping confidential information.

Respond to internal and external payroll inquiries involving written and verbal communications.

Run biweekly, monthly, quarterly reporting for 401k, non-qualified contributions, payroll withholding deductions, and wage and tax registers.

Prepare and file Form 5500. Support the external audit of the 401(K) and pension benefit plan

Review weekly general ledger entries and reconciliation of payroll suspense accounts.

Oversee the administration of annual IRS mismatch letters.

Requirements:
Education: Bachelor’s degree in accounting and finance or business or equivalent experience required.
Experience: 5 years of prior compensation experience

Knowledge Requirements:

Excellent written/verbal communication skills.

Must have working knowledge of ERISA, benefit rules and regulations.

Must have in-depth knowledge of federal, state, and local payroll laws.

Strong organizational skills that reflect ability to perform and prioritize a high volume of multiple tasks seamlessly with excellent attention to context, substance, and detail while meeting goals and strict deadlines.

Excellent interpersonal skills and the ability to effectively build and extend relationships.

Shows initiative with a “can do attitude” and the ability to implement changes that will improve workflow.

Proficient in Microsoft Office Suite particularly Microsoft Excel and report writing tools.
