The Assistant Transit Manager for Fixed and Seasonal Routes reports to the Transit Manager. This position plans, organizes, performs, and evaluates all fixed route and seasonal operations; leads and participates in safety efforts; coordinates driver training; and is responsible for proper staffing of fixed and seasonal routes.
Duties and Responsibilities
The following duties and responsibilities reflect the essential functions of the position, but do not restrict the assignment of additional or different tasks; changes to the duties and responsibilities may be made at managements discretion. - Develop, plan, perform, and evaluate driver training programs as recommended or required by the Federal
Transit Administration (FTA), the Vermont Agency of Transportation (VTrans), Department of Transportation (DOT), and other applicable regulatory entities, including, but not limited to, PASS, distracted driving, de-escalation techniques, etc.
- Provide weekly schedules for drivers and send them to Dispatch, approve/deny time off, and approve driver hours for payroll. Find substitute drivers when drivers call out.
- Schedule and provide initial and ongoing on-the-job training and performance evaluation for drivers, including new hire training,
training on routes, vehicle inspections, proper maintenance of fleet
vehicles, proper operation of fleet vehicles, accurate completion of paperwork, passenger assistance techniques, and industry-specific guidelines.
- Promote a positive work environment and employee relations through respectful communications, setting clear expectations, and by providing and encouraging regular feedback to and from staff.
- Attend meetings and participate in professional development opportunities as requested/approved by the Transit Manager.
- Ensure positive rider experience.
- PASS Training Train the trainer preferred, can be completed within
60 days of hire.
- Wheelchair handling, lift, and securement training. It can be completed following a hire.
- FTA Drug and Alcohol Testing Program administration testing responsibilities.
- Update the Driver manual as needed and requested.
- Participate in the Driver recruitment and hiring process.
- Regularly monitor and evaluate driver performance through on-board supervision, GPS, and two-way radio.
- Facilitate driver preparation for CDL testing, providing additional assistance to drivers to support success as
needed/requested.
- Accident Investigation Training, preferred, can be completed within 60 days of hire.
- Respond to accidents with the Assistant Operations Manager -Fleet, involving RCT drivers and/or vehicles to
ensure accident management protocol is followed.
- Assist with accident investigations and corrective action plans.
- Review vehicle videos as needed, set up remedial training, and follow the driver infraction regulations.
- Conduct regular, interactive meetings with all drivers to promote successful driver performance and ensure
compliance with safety requirements, procedures, and protocols.
- Prepare all required reports and paperwork accurately and on time.
- Foster a positive work environment and employee relations through respectful communications, setting
clear expectations, and by providing and encouraging regular feedback to and from staff.
- Attend meetings and participate in professional development opportunities as requested/approved by the
Transit Manager.
- Promote a positive image of RCT and represent the Agency in a professional manner.
- Learn each route and fill in as a backup driver when needed.
- Active member of the RCT Safety Committee
- Knowledge of GTFS Data Management
- Perform other duties as required to meet department and agency needs.
Education and Experience
Required:
High School completion or equivalent
Preferred: Some defined supervisory experience
Certifications and Licenses
Required: Vermont Drivers License, CDL with Passenger and Air Brake Endorsements

- Knowledge of the transportation industry, DOT, FTA, and state requirements for public transit operations.

This position requires performing both active and sedentary tasks in various environments, including professional office settings and vehicles, as well as exposure to a wide range of weather conditions, including inclement weather. Occasional periods of work outdoors in inclement weather conditions may be required.
This position may require working in potentially stressful situations and may involve interacting with passengers who exhibit challenging behaviors. Medical and other emergencies involving employees may occur during working hours; employees will be required to contact emergency services for assistance with these events as necessary and to alert their supervisor of such events as soon as possible.
Exposure to blood and/or body fluids may occur. In the event of exposure, universal precautions and protective equipment/measures will be required.
Regular, consistent, and predictable attendance during regular MondayFriday business hours is required most months of the year, with changes seasonally to meet weekend ridership demands for Stowe Mountain Road service.
Physical and Other Requirements
- Must be free of the influence of medication or other substances that could significantly decrease alertness or impair reaction time while performing,
ready to perform, or immediately available to perform safety-sensitive functions.
- Must meet FTA requirements on substance use and related testing for covered employees performing safety-sensitive functions.
- Must meet all background check requirements as mandated by funding source(s) and Agency policies.
- Visual acuity to read text in various formats.
- Frequent, repetitive use of hands, wrists, arms, shoulders, and back.
- Extended periods of sitting, and intermittent periods of moderate physical exertion, including bending, reaching, and occasionally lifting to 50 pounds.
- Regularly required to operate vans, buses, and cars.
- Regular travel required between RCT locations and to outlying route assignments.
- Ability to distinguish vehicle noises and to communicate with maintenance vendors regarding unusual or atypical vehicle sounds.
- Occasionally required to work outside of regular business hours, including evening and weekend hours.
- Frequently required to operate a computer, keyboard, mouse, and other devices.
- Occasional participation in training sessions, presentations, and meetings.
Supervisory Responsibilities
The Assistant Operations Manager for Fixed Route and Seasonal provides task direction, support, and training to all RCT fixed route and seasonal drivers.
