Our client is looking for an accomplished finance leader to guide the Town’s fiscal strategy and support long-term community priorities in Killington, Vermont. This role works closely with municipal leadership to strengthen financial planning, oversee core accounting operations, and help advance economic development initiatives through sound stewardship of public resources. The ideal candidate brings deep experience in governmental finance, strong judgment in managing debt and grants, and the ability to communicate clearly with elected officials, staff, and community partners.

Responsibilities:

• Provide strategic financial leadership within the Town’s governance structure and serve as a key advisor to municipal leadership on fiscal matters.

• Partner with the Town Manager to align financial resources with community goals, capital priorities, and economic development opportunities.

• Direct the Town’s cash management activities across multiple funds, including forecasting liquidity needs and assessing reserve strength.

• Lead preparation of the annual capital improvement plan and support budget development, performance tracking, and fiscal adjustments throughout the year.

• Administer municipal financing activities such as bond issuances, bond anticipation notes, and related debt obligations while coordinating with external advisors and rating representatives.

• Pursue, manage, and report on state and federal grant funding, ensuring compliance with award requirements and timely submission of all documentation.

• Oversee annual audit activities, Treasurer’s reporting, financial disclosures, and the proper accounting treatment of restricted and designated funds.

• Supervise municipal finance and accounting operations, including general ledger activity, accounts payable, payroll, billing functions, collections administration, and chart of accounts oversight.

• Build productive relationships with state agencies, regional partners, and local stakeholders to support sustainable growth and special financing initiatives, including work tied to the Killington Forward effort and tax increment financing reporting.

• Attend Selectboard and other evening meetings as needed to present financial information and support decision-making.

• Bachelor’s degree in finance, accounting, public administration, business, or a related field; an advanced degree is strongly preferred.
• At least 5 years of progressively responsible experience in municipal finance, public sector financial management, or a comparable nonprofit or governmental environment.
• Strong knowledge of governmental accounting practices, fund accounting, bookkeeping standards, and public finance administration.
• Demonstrated experience developing budgets, managing month-end and year-end financial processes, and producing accurate financial reports.
• Proven ability to manage cash flow forecasting, fund balance analysis, and oversight of restricted or constrained financial resources.
• Experience with municipal debt financing, including bonds, BANs, and coordination with financial advisors or rating agencies.
• Background in grant writing, grant administration, and compliance reporting for state or federal funding programs.
• Advanced proficiency with spreadsheets, financial systems, data management tools, and standard office software; Certified Public Finance Officer designation is preferred or in progress.
