JOB SUMMARY:

The Purchasing Manager at Polyvinyl Films Inc. is responsible for overseeing and managing the procurement of raw materials, packaging, and operational supplies required for blown plastic film production and sales, as well as capital equipment. This role plays a key part in maintaining a cost-effective, efficient, and reliable supply chain by building vendor relationships, negotiating contracts, and coordinating closely with internal departments to meet production timelines and quality standards.

RESPONSIBILITIES:

  • Develop and implement sourcing strategies aligned with production needs and company goals.
  • Build and maintain relationships with key suppliers and service providers.
  • Monitor market trends, pricing, and availability of raw materials and packaging supplies.
  • Align procurement plans with production forecasts and inventory control practices.
  • Negotiate contracts, pricing, and terms with suppliers to optimize costs and minimize risk.
  • Coordinate with internal departments to ensure timely material availability and resolve supply issues.
  • Ensure purchasing activities comply with internal policies and relevant regulations.
  • Continuously evaluate and improve procurement processes to enhance operational efficiency.
  • Handle all aspects of purchase and transport of manufacturing capital equipment sourced throughout world.

ESSENTIALS JOB DUTIES:

  • Source and procure raw materials such as polyvinyl chloride resins, additives, and other film production inputs.
  • Issue and manage purchase orders within ERP/MRP systems, tracking status and resolving discrepancies.
  • Conduct supplier evaluations and performance reviews to ensure quality and reliability.
  • Analyze procurement data to identify cost savings opportunities and reduce lead times.
  • Manage relationships with vendors, logistics providers, and internal stakeholders to ensure smooth supply chain operations.
  • Respond to and resolve delivery delays, quality issues, and billing problems with suppliers.
  • Maintain accurate records of contracts, agreements, and procurement transactions.
  • Work closely with finance and production departments to coordinate all purchases with company operating plans.

SKILLS & ABILITIES:

  • Strong negotiation and contract management skills.
  • Excellent communication and interpersonal abilities.
  • Analytical thinking and strategic decision-making skills.
  • Highly organized with the ability to manage multiple priorities under tight deadlines.
  • Extensive use of Microsoft Office, especially Excel.
  • Proficient in procurement and ERP/MRP software systems (e.g., SAP, Oracle, NetSuite), a plus.
  • Solid understanding of supply chain principles and manufacturing workflows.
  • Knowledge of raw materials used in plastic film production is a strong advantage.

EDUCATION & EXPERIENCE:

  • Bachelor’s Degree in Supply Chain Management, Business, Engineering, or a related field (preferred).
  • Minimum of 5+ years of experience in procurement or supply chain management in a manufacturing environment.
  • At least 2 years of experience in a leadership or managerial role.
  • Experience in plastics or packaging manufacturing preferred, especially with raw material sourcing.

PHYSICAL REQUIREMENTS:

  • Primarily office-based with regular visits to production floor and inventory areas.
  • Must be able to sit at a desk, use a computer, and communicate via phone/email for extended periods.
  • Occasional lifting of documents or packages (up to 50 pounds).
  • Occasional travel required for vendor meetings, audits, and conferences.
